The game runs through the Steam client, but on first launch it needs its own ESO account — standard practice for a big MMORPG, and it's a one-time step. Character progress is stored on the game's servers rather than locally, so it's available from any device where you can log into your ESO account. The game requires a constant internet connection — there simply is no offline mode for an MMORPG.
