Lost Ark is a Korean isometric MMO action-RPG built by Smilegate RPG and published in the West by Amazon Games. The game itself is free, but progression and raid prep cost time. Do you need the game on your account
Lost Ark is free-to-play, so there's nothing to "buy" for the base — just install it from Steam. But the pack is DLC for Lost Ark, so Steam links it to an account that has the game in its library (you can add it for free at any time). The contents arrive through the in-game mail/claim system once you log in with a character.
